Asia Oriental: ¿Nuevo Centro de Poder?

Japan, China and South Korea balancing power in Eastern Asia.

No cabe duda que la región asiática está adquiriendo cada vez mayor relevancia dentro del escenario internacional debido a una serie de factores que se han podido observar durante los últimos años. Actualmente, China y Estados Unidos se encuentran en lo que varios denominan una “pugna hegemónica” lo cual se debe esencialmente al desarrollo económico, tecnológico y político-militar del gigante asiático. Asimismo, las tensiones entre las dos Coreas continúan latentes, siendo así que el pasado 16 de junio, Corea del Norte derribó a vista y paciencia de todos, su oficina de enlace con Corea del Sur situada en Kaesong, dejando para muchos, un panorama poco prometedor entre ambos países. Por otro lado, tras la renuncia de Shinzo Abe a finales del mes pasado, el porvenir del Japón ha quedado en el entremés hasta que se seleccione un nuevo líder que ocupará el cargo de una de las principales economías del planeta hasta septiembre del 2021. Es así, que mediante el presente artículo, se pretende analizar el concepto de orden mundial aplicado a la región del Asia Oriental y de qué manera algún cambio de este, puede repercutir en las relaciones internacionales del Perú.

Según Henry Kissinger, el concepto de orden mundial se refiere a: “una concepción que varía de acuerdo a cada región del mundo sobre la estructura y distribución de poder que debe ser aplicada a nivel mundial” la cual también, cabe precisar, ha variado a lo largo y ancho de la historia. Por ejemplo, hasta los siglos XVI y XVII, China se veía a sí misma como el centro del universo y los demás pueblos giraban en torno a ella. Asimismo, su grado de civilización dependía del grado de proximidad geográfica y cultural que mantenían en relación a ella. Kissinger indica que el poder chino se basaba primordialmente en la contundencia de su cultura y el respeto a la voluntad del Emperador por sobre todas las cosas. Para entender qué tanto ha cambiado esta idea de orden mundial, se puede analizar el megaproyecto chino que ha puesto en jaque al mundo entero desde el 2013, nos referimos a la Nueva Ruta de la Seda. Mediante esta iniciativa, China plantea en principio, incrementar las relaciones comerciales con varios países del Asia, Oriente Medio, África y Europa, a través de infraestructura terrestre y marítima. Sin embargo, la ambición China no se detuvo ahí, sino que incluyó desde el 2018, una Ruta de la Seda Polar y también incluyó a la región de América Latina dentro de sus objetivos primordiales. Este proyecto nos permite visualizar esta nueva estructura de poder proyectada por China, dentro de la cual ellos asumen un liderazgo inminente y cuyo alcance geográfico es simplemente impresionante. Por otro lado, Japón y Corea del Sur son también potencias económicas y tecnológicas importantes que se encuentran en una continua búsqueda de balance de poder con China. En este sentido, a lo largo de los años, hemos podido ver que esta disputa por la hegemonía regional entre China y Japón, los ha llevado a mantener hasta hoy en día, relaciones bilaterales con un toque de tensión infaltable. Finalmente, muchos expertos aseguran que el buen manejo de la pandemia por parte de los países de esta región va generar toda una reconfiguración del orden internacional.

Con respecto al balance de poder, definido como un “elemento perenne de todas las sociedades pluralistas que ha moldeado el pasado, como lo hará en el futuro, independientemente de las condiciones contemporáneas del sistema internacional” por Hans Morgenthau, el actor que sin duda resalta en Asia Oriental es China. Además de ser una economía emergente, miembro del bloque BRICS, y destacar en organismos y bancos internacionales, tiene una proyección económica global que la ha posicionado como líder regional. Sin embargo, Japón surge como protagonista y rival en la dinámica económica, tecnológica e industrial, mantiene relaciones diplomáticas estrechas con las potencias occidentales -sobretodo con Estados Unidos- y es parte de organizaciones internacionales en las que destaca por su prestigio y predisposición para la cooperación técnica y comercial. Ambas potencias regionales, mediante el aprovechamiento de su capacidad industrial y desarrollo de tecnología moderna, moldearon el espacio idóneo para una “drástica redistribución del poder”, como proyectó Morgenthau. Ambos tienen intereses comunes como las islas Senkaku/Diaoyu, Taiwán -parte de la pugna hegemónica entre Estados Unidos y China- y la Península Coreana, pues son componentes importantes en sus respectivas esferas de interés, como parte de la dinámica de poder y equilibrio en Asia Oriental. Por todo lo expuesto, la competitiva relación sino-japonesa influye no sólo en la región asiática, sino también en otras regiones y procesos -como exportación, importación e inversión extranjera- que tienen un impacto en asociaciones clave Asia-Pacífico y en el contexto mundial, sobre todo en los aspectos económico, comercial e industrial.

La dinámica entre las potencias asiáticas y este aparente nuevo orden mundial, pretenden extender sus efectos hasta otras regiones. América Latina en específico, viene siendo pieza clave para Asia, en particular para los intereses de China. Su influencia en países como Perú ha sido enorme, sobre todo en lo que respecta a política y economía. China ha pasado a convertirse en su primer socio comercial y sus inversiones en el país han desplazado a las de Estados Unidos y Europa. Ejemplos son la entrada del Banco de China, la adquisición de Luz del Sur y la presencia de mineras chinas como Chinalco o Shougang. Asimismo, no se puede olvidar la estrecha relación existente entre Perú y Japón sobre todo en materia de cooperación y teniendo en cuenta los deseos del país asiático de profundizar su relación de socio comercial con Perú, con el que también mantiene históricas relaciones diplomáticas, culturales y comerciales. Algo queda claro, y es que justamente estos fuertes lazos del Perú con países del continente asiático son el motivo por el cual le debe concernir la dinámica de las potencias en dicha región. Los cambios en la estructura y balance de poder podrían afectar las relaciones -sobre todo políticas y comerciales- con países como China, Japón y la Península Coreana. Al Perú le debe interesar que la región se mantenga estable, que la dinámica del poder siga la línea del balance para que así sus propios intereses no se vean afectados. Recordemos que justamente esta es la finalidad de la política exterior de cualquier Estado: Defender sus intereses nacionales para el propio desarrollo. En conclusión, la posición de China en el plano internacional le ha permitido mantener hasta la actualidad ese concepto de orden mundial que señala Kissinger en su famoso libro World Order. Asimismo, y en las circunstancias actuales, podemos presenciar que los países de la región analizada han llevado a cabo una eficiente gestión de la pandemia generada por el COVID-19, lo cual sin duda, les facilita un mejor posicionamiento dentro del plano internacional. Adicionalmente, los similares campos de interés de las potencias regionales asiáticas hacen que el balance de poder afecte considerablemente a otras regiones como América Latina, resaltando asociaciones como APEC o Tratados de Libre Comercio base para el desarrollo de la región. Finalmente, es trascendental que el Perú no solo permanezca atento a la dinámica del Asia Oriental, sino que también desarrolle una agenda estratégica destinada a potenciar y preservar sus relaciones con cada uno de los países del continente. Dado el grado de interdependencia existente entre Perú y potencias asiáticas como China, resulta esencial mantener estos lazos y gestionar eficientemente la política exterior del país.

Eastern Asia: A New Center of Power?

There is no doubt that the Asian region is starting to gain more relevance within the international stage due to a number of factors that we have been able to see during the last years. As we might know, China and the United States are engulfed in a battle for hegemony which happens basically because of the economic, technological and political-military development of the new Asian superpower. Likewise, tensions between the two Koreas are still alive, being that this last June 16th, North Korea decided to bring down, in sight and patience of all, its liaison office with South Korea located in Kaesong, leaving behind an unpromising outlook between these two countries. On the other side, after Shinzo Abe’s dismissal at the end of last month, the future of Japan has remained uncertain until a new leader is chosen to govern one of the main economies of the world until september of 2021. In that sense, this article pretends to analyze the concept of world order applied to the Eastern Asian region and how any change could affect the Peruvian’s foreign affairs.

According to Henry Kissinger, the idea of world order refers to “the concept held by a region or civilization about the nature of just arrangements and the distribution of power that should be applied to the entire world” which can also vary according to the historical context. For instance, up until the sixteenth and seventeenth centuries, China deemed itself as the center of the universe and the other peoples spinned around its hegemony; besides that, their degree of civilization depended on the degree of geographical and cultural proximity to China. According to Kissinger, Chinese power was based substantially on the forcefulness of their culture and a great respect for the will of the Emperor above all. In order to understand how much this idea of world order has changed, we can analyze the megaproject called One Belt, One Road. With this initiative, China is striving, in the first place, to increase commerce with many countries from Asia, Middle East, Africa and Europe through the establishment of terrestrial and maritime infrastructure. Nevertheless, Chinese ambition did not stop there, but instead they included in their project regions such as the Arctic and Latin America since 2018. This megaproject allows us to visualize this new power structure projected by China, in which they become the center as they assume an imminent leadership and the geographical reach is just impressive. On the other side, Japan and South Korea are also very important economic and technological powers that are continuously seeking a balance of power with China. In that sense, throughout the years, we have been able to see that this dispute for regional hegemony between China and Japan has led them to maintain tense bilateral relationships until our days. Finally, many experts assure that the good management of this current pandemic undertaken by the countries of this region is going to generate a whole reconfiguration of the international order.

Regarding to the concept of balance of power, it is defined as a "perennial element of all pluralist societies that has shaped the past, as it will in the future, regardless of the contemporary conditions of the international system" by Hans Morgenthau, the most prominent actor in East Asia, is undoubtedly China. In addition to being an emerging economy, a member of the BRICS bloc, and have an outstanding participation in international organizations and banks, China has a global economic projection that has positioned it as a regional leader. However, Japan has emerged as a protagonist and rival in the economic, technological and industrial dynamics, maintains close diplomatic relations with western powers -especially the United States- and is part of international organizations in which Japan stands out for its prestige and predisposition for cooperation in technical and commercial affairs. Both regional powers, by taking advantage of their industrial capacity and development of modern technology, shaped the ideal space for a "drastic redistribution of power", as projected by Morgenthau. China and Japan have common interests such as the Senkaku / Diaoyu Islands, Taiwan – as part of the hegemonic struggle between the United States and China - and the Korean Peninsula, since they are important components in the sphere of interest of both powers, as part of the power dynamics and balance in East Asia. For all the above, the competitive Sino-Japanese relationship influences not only the Asian region, but also other regions and processes -such as exports, imports and foreign investment- that have an impact on key Asia-Pacific associations and the worldwide context, especially in economic, commercial and industrial matters.

The dynamics between the Asian powers and this apparent new world order, intend to extend its effects to other regions. Latin America in particular has been a key piece for Asia, particularly for the interests of China. Its influence in countries like Peru has been enormous, especially regarding politics and economics. China has become its first trading partner and its investments in the country have displaced those of the United States and Europe. Examples are the entry of the Bank of China, the acquisition of Luz del Sur and the presence of Chinese mining companies such as Chinalco or Shougang. Likewise, the close relationship between Peru and Japan cannot be forgotten, especially in terms of cooperation and taking into account the wishes of the Asian country to deepen its relationship as a commercial partner with Peru, with which it also maintains historical diplomatic, cultural and commercial relations. One thing is clear, and is precisely that these strong ties between Peru and countries on the Asian continent are the reason why Peru needs to be concerned with the dynamics of the powers in that region. Changes in the structure and balance of power could affect its relations - especially political and commercial - with countries such as China, Japan and Korea. It should be in Peru's interest that the region remains stable, that the dynamics of power follow the balance line so that its own interests are not affected. It is important to keep in mind that this is precisely the purpose of the foreign policy of any State: To defend its national interests for its own development. As The Diplomat mentions, "Peru is a clear example of how China´s early involvement with a country has reaped both cultural and economic support" (2019).

All in all, the Chinese position in the international stage has permitted them to maintain their conception of world order up to now. Similarly and in the current context, we can observe that these countries have undertaken an efficient management in regard to the pandemic caused by COVID-19, which at the same time, facilitates them a stronger position within the international order. Likewise, the similar fields of interest of the Asian regional powers mean that the balance of power has a huge impact in other regions like Latin America, highlighting associations such as APEC or Free Trade Agreements that are the basis for the development of the region. Thus, it can be seen that it is transcendental for Peru not only to remain observant to the dynamics of Eastern Asia, but also to develop a strategic agenda aimed at strengthening and preserving its relations with each of the countries of the continent. Given the degree of interdependence between Peru and Asian powers such as China, it is essential to maintain these ties and efficiently manage the country´s foregin policy.

Un análisis excelente.

Como bien se explica, se ve un gran fortalecimiento de los países de Asia Oriental gracias a distintos factores siendo de las más importantes la economía y, a mi parecer, la cultura.

Este fortalecimiento de la región está produciendo un cambio en el Orden Mundial, lo cual considero que sería muy importante que Perú siga manteniendo las buenas relaciones con estos países ya que sería sumamente beneficioso. Asimismo, los países, en especial aquellos en vías de desarrollo, deberían fortalecer las relaciones con esta región debido a lo provechoso que se ve para el futuro.

No cabe duda que será bastante interesante ver cómo se va a desenvolver el panorama mundial en los próximos años.

Muy buena síntesis de la configuración del balance de poder en el continente asiático. Concuerdo completamente con lo mencionado sobre el diseño de una agenda estratégica destinada a mantener y -mejor aún- potenciar nuestras relaciones con los países del lejano oriente. No podemos descansar en lo que la región nos proponga, sino que debemos ir desarrollando oportunidades de cooperación en ámbitos de máxima prioridad para el Perú y AL.

Buen artículo. La emergencia de nuevos polos de poder es una constante en el devenir de la política internacional y los países requieren ser capaces de distinguir estos hechos y actuar pragmáticamente, evitando las posiciones rígidas o fundamentalistas que puedan poner en peligro las relaciones pacíficas entre los Estados.

I think it is very important to take in consideration the precedent of the pre-Westphalian International System during the sixteenth and seventeenth century. The article mentions the Chinese mindset and the conception of its influence during the time, and it is important to keep in mind that this conception was not a delusional nationalistic perspective. At that moment in time, China's goods and national market were specially appreciated by European and Middle Eastern merchants and the those interest shaped the foreign policy of many European powers. In my opinion, understanding those social and political processes are key to conceptualize the so call "rise of China" as a comeback and not as a new isolated event. China is not displacing other…
